During our Open House, our teachers have a sign up sheet set out when they "meet the parents". The parents then can sign up if they are interested in being a room parent. If more than 1 sign up (which usually happens), they coordinate as a team throughout the year. We don't "assign" anyone to be room parent. The room parent is responsible for helping on field trips (if they are able) getting out party notes, collecting donations for those parties, picking a carnival booth and sending out notes to their class parents to work that booth.
