Access to minutes

I appreciate the input from my last question. Hopefully, you can help with this one too.

I'm new to PTO and school invovlement mainly because it took me years to figure out how to even get on the PTO board. Only the executive board discusses business-related stuff, general PTO business meetings are unheard of in our district; instead, Art night, CHristmas program, open house, 6th grade chorus etc. are classified as PTO meetings. No Q&A, no update on business etc. Apparently, I'm causing quite stir because I am asking for information (and hoping to publicize it) that no one has ever asked for. All of it is public info, by the way. My role is Communications and I have started to do a PTO newsletter that is distributed to parents and posted on the school website. Last issue, the principal withheld the supplemental info I gave to the webmaster (PTO buget and results of Family Survey) saying she had to clear it with Central Office. No word yet, even with two follow-ups. In trying to get ideas and material for my next newsletter I asked the PTO board sec'y for a copy of the minutes. She directed me to get it from the principal or Pres., saying she didn't want to "get in the middle" of anything. When I pointed out that my disagreement with the principal over posting on the web was not relevant to my request for minutes, and there could be no consequences for giving the minutes to a board member, she called me rude and insulting, stated the minutes would be passed out at the next meeting and not to e-mail her again. Apparently, there are no by-laws (they were supposed to be written three years ago when they switched from PTA to PTO, but nothing's ever been done about it). What do I do to calm their fears/defensiveness, but get them to start behaving in a responsible and professional manner?
