Don't think that's what's happening. Think it's been 2 votes already in favor of disbanding as part of an intentionally laborious state-mandated disbanding process.
All of these votes (don't even get me started on the craziness of needing three votes to get out -- what state?) are absolutely run by your group and your leadership.
How do you run your other votes? Typically, the president should preside. If regional or state PTA officers are in attendance, they are there as your guests and they have no supervisory or leadership role.

We're in the midst of an ugly disbanding process at our school. Both our parliamentarian and another member on our board (the local council PTA president) are making things very difficult. We're up to our 2nd (of 3) votes and I'd like to know if their is precedent (bylaws) regarding who "runs" that vote. Thanks!
