Otherwise our by-laws say we need 2/3 present.....we would never see 2/3 of 1500 parents! HA!

Are you sure it's 2/3 membership attendance required and not a 2/3 vot of those in attandance *provided there's a a quorum present.* ??

That last part is much more common and a much more attainable attendance goal typically.
