Snowman building contest
sled races (great care with this one)
snow painting (spray/squirt bottle with colored water in it)
some kind of "ball/hoop" or hit the bullseye game - use snow balls
have a general area to build a snow castle and everyone add on to it (same idea as a sand castle)
ice/frozen version of shuffel board

Ok, I'm counting on you great pto/pta'ers to have some great ideas. A teacher has suggested a winter festival/sledding party. This will be a free family event so I need ideas on outdoor winter activities/games..... Thank You!!!
