If Bingo is regulated in your state (which it probably is), then the agency providing oversight also probably regulates who you can buy supplies from. So for example, here's our list in Texas.

When we needed supplies last April, I called several of these. The big problem was that they generally sell the sheets by the case, so you might have to buy a box with 10,000 green, one with 10,000 blue, etc.
However one of the suppliers was very helpful and told me they had a couple of open cases that were being discontinued, so they sold me a mixed case of two or three different color for almost nothing since we were a non-profit/school.
So, first I'd find out if you have to buy from someone licensed, then just start calling. They'll probably either have what you want or be able to make suggestions.
P.S. Be careful about what you ask for/get. As I recall, one of the most common choices was pads of bingo papers with the colors alternating. But if you wanted to do a game with all green, then all blue, etc., it would take a lot of time to tear off the papers and re-sort by color.
