You have to talk to other parents. If enough of your group feels this way then you can vote in new officers and new ideas. The problem I have found at my school is that parents complain, but then no one steps to be officers. Its hard to get rid of cliques without active support from other involved parents. All you can do is stay involved and continue to talk to other parents.

why dont the old board members stay out of the way of the new officers? the old president had her own lil clique and the parent involvement dropped to her select few. she would try to guilt other parents into helping out but when you went to a meeting you got treated like a second class person!!! if you suggested anything it got the we already thought of that. .the new president has tried new things such as a bowling fund raiser among other things not one of the old board supports anything this person is trying to do!!!! out of 400 students there are usually 6-8 parents there.. the new board is a mix of the clique and the new board when the president makes any kind of suggestion the clique member will not back it till she talks it over with the old president. which is extremely frustrating to the new members . why dont people want new fresh ideas instead of thats not how we did it last time. how is it that these cliques dont see how they did not get help because of who they are and just butt out!!!
