pto board discouraged

I have been president of my schools pto for about 2 years now. We have tried many things to try and get the teachers involved. We have 2 book fairs every year and we usually have a teacher preview night where they can come and fill our their request forms and we usually have snacks as well. We have had only 3 teachers show up to the last one out of 50. That is just one instance of how the teachers are not getting involved with things. There are too many more to list. My PTO board is getting discouraged by this and many dedicated volunteers are talking about not helping next year. I try to remind them that it is not about what the teachers do or do not do it is about the kids. The 2 principals are very good at reminding the teachers when things are happening but as you know, we cannot force them to do anything. We have tried a survey as well but we do not get much response. Any suggestions?
