For the spelling test:
What's the teachers and principal think of the idea? This will take away from school time, but they may be okay with it.

My daughter liked the idea and suggests starting with a spelling test in the classes as an option for you to consider.

Are there rewards for the winner(s) or participants? If so, what? Bragging rights??

I would like to start a Spelling Bee contest at my son's school. It is a 3-5 grade school with 8 sections in each grade. Any ideas how I should go about doing this. I was thinking that in each class there would be a spelling bee contest. The winner of that class would compete against the other winners from each class in an assembly during the school time.
