We use two Room Coordinators per classroom. If our RC Chairman has more than two sign up she does a random drawing.
I'd be wary of having more than two. The whole "too many cooks" adage applies here!
My suggestion would be to draw two random names and then give the others first chance to sign up for room party donations and Winter Carnival.
For those rooms with no parent volunteers, contact the teacher first to see if she has some busy bee moms who like to be around and help out or maybe a new family who is just waiting for an invitation. If nothing comes from that you may need to send a letter home to the families. Once they hear that nobody has signed up, one or two may come out of hiding.
For the future, I'd also make this suggestion: So all interested parents have a chance to one year be a room parent, let them know that nobody can be the RC for the same child two years in a row unless nobody else signs up for it. They can still sign up, but if more than two other parents do then their name is removed from the drawing. The regulars will grumble but I feel like it's the only way to make it fair for everyone.

At the beginning of the school year we send out forms to let parents sign up for Room Parents. They help with coordinating the class's parties and recruiting parent volunteers for our Winter Carnival. Some class's have had 5 or more parents volunteer for Room Parents and some class's have had none. We are having are first Room Parent meeting here soon to give them their folders with all their info and to answer questions. My question is do you invite all the parents who signed up for this even if it means 8 parents from one class or do you just go through a pick one or two from each class??? I don't want to make anybody feel like they are not needed!!!
