Board members and volunteer incentives

At a recent meeting we discussed offering incentives-like monthly raffle, etc-for parents dontaing items or volunteering time. Everyone liked this idea, but no one could agree whether or not board members would be eligible for these incentives.
I know the incentives topic walks a fine line in most groups. The group before us used to intentionally order too much so they could keep the extras or would order fundraiser stuff and only pay cost. We have tried very hard not to follow in their steps, but should those who are willing to give so much all the time be exempt from the chance at a monthly prize just to make it look like we don't play favorites? Personally, I would love the chance to get a $20 gas card every month but get really tired of hearing people say my family or children only get stuff because I'm the President.
Please give me your thoughts.
