Teacher reimbursments

I was just wondering how many of you reimburse teachers for items that they purchase for their classroom and are able to keep after they leave.
Our PTO gives each teacher up to 200.00 per year. They do have to submit recipts etc. This can be for gifts to students (pencils for example)
books for the class or charts etc.
The reason I am asking is that our A.P. wants pto to bend over backward thanking our teachers for coming and helping at evening events. Which is fine, however we do cater in a luncheon and give some kind of gifts at teach appr. week.(400.00 budgeted) We also give each grade level 200.00 to spend on what they want (weekly readers, novels, ect.)I guess my point is that pto has not gotten one thank you note in our mail box this year and I am feeling that we are not appriciated for what we do. We are a small school of 275 students and our income is okay, but not huge.
Let me know what the rest of you do for your teachers. I know that not all schools in our district give teachers personal reimbursment -- I assume that some of the cost would be tax deductable for teachers. Anyway just wondering --
