Dues

I need some advice and information. We are in the process of switching to a PTO and I (current President) have drafted by laws. There is contention over whether to charge dues. I am opposed and would like the entire "school community" to be considered members. We have as a PTA dealt with the perception of cliques and of not making a big enough effort to include everyone. I view membership drives as mini fundraisers. Members do not directly benefit from our activities, the students and school do. What would members be paying for? Membership doesn't have any REAL privledges.
I remember seeing a percentage of PTO's that do and don't charge dues. Information like this and any other facts etc. would be very helpful.
