There is no one solution that will magically make more parents step up and help. Its especially difficult to give advice without knowing the dynamics of your parent group, so I am going to speak in hypothetical terms. Number one, make sure you ready and willing to delegate tasks, and not just the grunt work, but also the fun stuff. Start talking to parents now about heading up committees next year. Be ready to help, but let them do most of the planning and organizing. People want a say in what and how things are done. Second, make a survey to hand out next fall. Ask parents why they don't help or go to meetings. Maybe there are things your group can do to make volunteering more convenient. Parents sometimes have misconceptions about how much time and effort it takes to volunteer. Third, ask people for help in person. If you talk to people on a regular basis they are more willing to help when asked. People are also more willing to help when asked personally rather than in a mass email or newsletter. Remember you don't have to do everything by yourself. Tell people that without volunteers your group will have to cut back on the number and type of events you do.

I hope this helped.
