Read your by-laws, it should be outlined.

Our PTO for example has a limited number of "general" meetings, but is required to present a budget at the beginning of the school year for general membership approval. It is in our by-laws that the executive board can only spend up to $1000 over what was approved by the general membership. So, if we wanted to spend $2,500 (for whatever reason) that was not budgeted originally it would have to be presented and voted on at a general meeting by the membership.

Depends what your by-laws say. Some groups have large boards, and only 1-2 "general" meetings per year, and the board does make the decisions.

Does pto board have say in where all money goes without informing members and letting them vote?
