There are strict guidelines regarding what makes someone an independent contractor versus an employee. Have you spoken with your district's HR office?

The PTA "sponsors" the Homework Club whereby 5 teachers from the school are hired to supervise the kids in the club. These teachers are paid currently through ADP as employees of the PTA.

Can these teachers be paid as independent contractors? It would be less costly if they are.
