trouble with member

I will try to make this short and sweet. We are in the process of raising funds to replace our playground. We have a PTO member (not on the board) who was willing to apply for grants, and we gave her the go ahead. Now, (almost a year later) we find out that she is holding meetings with people, going after funding, really intimidating people into giving. We have found out about this after the fact and were totally unaware that this was going on. When we did find out, we brought her in for a meeting (the principal and the board really had no idea about any of this) and gave her specific directions on what she could and could not do. We also informed her that she was not to hold any meetings without first notifiying the pres or principal. Well, we also just found out that she basically ignored our guidlines and is now going around doing exactly the same thing. She is putting herself out there as representing the PTO and at the same time, badmouthing the PTO.
Is it wrong of the current board and the prinipal to ask her to step aside and discontinue her efforts? It would really be in the best interest of all. Any suggestions or comments? Please?
