Although it is not the best situation, if there are enough eyes from the old and new board and all is questioned & answers given for any discrepancies or the manner in which items were posted, then go ahead with it. You can always, after its been turned over, go through with a private audit using a different person. But trying for the independent audit may delay you getting the books even further. Sounds like they have already put the PTO and its activities on hold since they quit but wouldn't give up the checkbook.

First I would suggest checking your Bylaws to see if there is anything is there regarding the sudit process...

If not then I personally do not see anything wrong with the outgoing Treasurer being "involved" in the audit, as long as there are checks and balances in place. If the new incoming Treasurer and maybe the incoming President or VP is there as well, checking everything, then what would be the issue?

IMO, your incoming President should set up an audit with all pertinent members (outgoing Pres., outgoing Treas., incoming Pres. and inclong Treas.). Go through everything from this past year and make sure everything looks good. Once done perform the turnover.

Our old PTO board (Prez and Treasurer) basically quit doing their job months ago but refuse to turn over any books until this school year is over (which is next week). Now the old Prez is demanding we have an audit done prior to June 16th but won't release books unless the old Treasurer does the audit with myself (the Treas for next year) and our new Vice President. I have served as Treas before and know I, as the out-going or the in-coming Treas, couldn't be involved in the audit process. Not only that but from previous posts the old Treasurer should not be involved in this process?? I feel like it would be a conflict of interest for either of us to be involved, am I right or just a little paranoid? From rumors floating they got "pissed" at our principal and that's why they quit so don't feel like she could be of any help. I am neighbors/friends w/the old board and don't feel anything amiss will be in the books so don't want to raise undue flags by contacting the school board. Any suggestions on how to handle this already tense situation would be greatly appreciated.
