PTA President not holding their weight

I am the PTA Treasurer at my son's school. Our PTA President doesn't come to meetings or help plan anything. We have never had an executive meeting to plan our activities or the budget becuase he says he doesn't have time, but yet he is at the school every day. He did a fundraiser earlier in the year which turned out to be a disaster because he did not get the other officers involved. Parents were furious and asked for their money back. To date he still hasn't solved the refund problems. We have outstanding bills from the previous year, which he hasn't resolved either (he was the President the prior year also). I have spoken to him on numerous ocassions about keeping me informed of the pta finances, since I am the treasurer and he keeps giving me the run around. I finally got the principal involved to try to resolve all the issues and found out that there is money missing which he still can't explain. Our Vice President is also a no-show at meetings, but again she is at the school all day. Our Secretary has attended two meetings and I have done the minutes at all the meetings because she does not do them. We have no organization which other members at large have noticed and we are looking bad through out the school. I tried forming committees to help solve the problem, but he felt committees weren't necessary. I don't know what else to do. I don't want to quit because I beleive in making a difference in my son's school, but I don't have any support from the PTA officers at all. I have run this PTA on my own since the beginning of the school year. Does anyone have any suggestions?:(
