I think what you are describing would be more of a treasure's guide or manual - which with the detail needed would definitely be separate from bylaws.

Here's a copy of our one-page cash handing policy - which is separate from the Bylaws. But it's for general cash handling, not Treasurer's duties.


Handling of PTO Funds Received
Rules & Policies

* The Chairperson of each PTO event shall work with the Treasurer and other officers to plan for the handling of all funds in an approved manner.

* Chairpersons/Project Coordinators must make sure any volunteers dealing with funds understand the process.

* All PTO funds must be counted with 2 people present, each initialing the “Summary of Funds Received” form.
1. Complete the form and itemize the fund sources (membership, T-Shirt sales, event sales, etc.) as well as cash vs. checks.
2. Copy the completed form and give to school secretary to file.
3. Seal the funds and the original form in an envelope.

* The Treasurer will make all deposits unless specifically planned otherwise.
* Funds should be deposited same day acquired. If not possible, funds will be secured at the school in the designated locked area.

* Cash must be deposited on day received or, at most, one business day later.

* Checks must be deposited within 5 business days.

* It is not necessary to record all checks on the bank deposit slip – a spreadsheet can be attached instead.

Not sure what info your looking for. For cash funds do you mean when you have events/donations that involve cash which needs to be deposited?

Our bylaws spell out that the treasurer is responsible for having the necessary forms for all financial transactions. We have a check request form, cashbox, & deposit which are the primary ones. We expect signatures from the persons involved on each one. And as treasurer, I make sure I have the form filled out for each transaction also.

Our ByLaws dictate that the event chair has 5 days to prepare and get the money to the treasurer and the treasurer has 3 to deposit it into the bank. We had issues with it taking a month + with some in the past. So we put it into the bylaws.

The bylaws also stipulate the types and frequency of reports the Treasurer must have done.

The Bylaws are on the About US page & there's a Finance page with all of the forms the Treasurer uses.

We just updated our ByLaws this past year and reorganized the entire PTO. Our committee felt it was important to make some of the timeframes a part of the official document to make sure they had a document which people would follow.

Too often, it was a procedure, so we don't have to "completely ;) " follow it.

Does anyone have a document stating policy for a PTO treasurer to follow for the handling of cash funds received for the benefit of the PTO?

I'm looking for something in detail that addresses issuing receipts for cash, treasury reports, audits, etc. that we can use as a side document to refer to in our bylaws.
