I think they are just resposible for the flag and begining the pledge for the meeting. It's really more of a figure head than "resposiblity".

PLEASE correct me if I am way off!

Word net :sergeant at arms, serjeant-at-arms -- (an officer (as of a legislature or court) who maintains order and executes commands

According to one source, the actual work of the Sergeant at Arms is to facilitate meetings by preparing meeting room and refreshments, and to care for guests.

Schedule the meeting location
Arrange the room before the meeting starts. Set out the following: meeting agenda, gavel, club banner, timing cards & stop watch, lectern, club charter, ribbons, educational materials, promotional brochures, guest nametags, guest book & national flag (when appropriate)
Maintain all equipment and materials for each meeting
Ensure that there are adequate supplies after each meeting.
Ensure the meeting starts on time – get everyone seated and ready to start
Collect ballots and tally votes
Keep plenty of ballots on hand and distribute them before the meeting begins.
Greet guests and members as they enter the room.
Attend Executive Committee meetings.

Arrange for food service at meal meetings and collect money for meals when appropriate.

The Sergeant at Arms must carry out all orders of the House or the Speaker and perform all other services pertaining to the office of Sergeant at Arms, including: maintaining order in the Chamber and other areas used for the business of the House and its committees and members; supervising the entering and exiting from the Chamber and the other areas; and promptly delivering messages.

Heres my favorite job description THE SERGEANT-AT-ARMS TO COMPELs THE ATTENDANCE OF ABSENT SENATORS attempting to get a quorum.
