I think a lot of schools change the way they do things in the middle of the year, especially if they have someone new come in at the beginning of it.
It would have been polite for them to invite you into the discussion where this decision was made, but since they didn't, I think you should call a short meeting with your board and those involved to make sure the original purpose for the money is being fulfilled.
It can be very hurtful when staff forget to include the PTO but this is a very common occurance because they either don't realize that you are funding their program or don't understand that your group may not be comfortable funding any changes within that program.
Put any judgement aside and try to face this with an open mind. Will this new system work better for the students? If so, then let them run with it because that is the goal most of us are working for in the first place.
Believe it or not, staff forgetting our PTO pays for certain things and that they need to consult us about changes is such a common problem that unless we are incharge of a program we just offer a budget for them to work by. In your case, I would have told the libraian she has $2500 to spend for AR stuff and left it at that. It makes it less stressful for us. Good luck.

I have been pres. for 2yrs now. Now with second prin. At the beginning of the year the pto voted to spend $2500.00 on our Accelerated Reader program for incentatives and rewards. We were asked not to get AR tests for old books, that now have tests available, because the librarian says most will be gone when we move to a new building in a year or so.
I was informed right before Christmas that the librarian and assistant would now have a AR store. I did say we needed a proposal about how it would run, who would run it, and a budget outline. I feel that since we voted in Aug. on one way to run it and spend the money, we should have a say on how this balance of the money is spent. Am I wrong? How do I handle this? Do we keep raising money for this or focus on other needed things?
