It depends on the way your organization is set up and the comfort level they have with the Board making decisions.

In our group, the General Membership meets twice a year - at the first of the school year to approve the budget and in April to elect officers. All day to day decisions are made by the Board. Note - because the power rests with the board, we have a large board which include elected officers, 4 school reps, committee chairs, and a parent rep from each grade.

In other groups, there's usually a mix of decisions made by the Board versus ones they take to a general meeting. If nothing else, the Board would have to narrow down the choices and do the groundwork for the general meetings.

And - with a lot of groups - the decisions are made at the monthly meetings, but attendance is primarily only the officers and key committee chairs. So, in effect, the Board is making the decisions (but parents had the opportunity to come vote).

Our Board has decided to to take all issues to the membership and let them decide how they want us to handle them. Is this the correct way to handle it? It has been presented by past board members that it is our job to adopt policy and then take it to the general membership. Who is correct?
