Help - 1st meeting

When our group took over the PTO last May, they were not operating with bylaws. So the elected officials sat down with basics offered from other PTOs as examples and set all of that in order before the first meeting actually happened. This was a great help because the board was all on the same page then. For us, it was a great time to address the budget and goals for the year. We didn't even get to getting the bylaws approved until the 2nd meeting so everyone wasn't so overwhelmed.

We are a new PTO with our first meeting next week. I have several questions
First, I am assiming we should vote in our bylaws at the first meeting. Should we do this first thing, or wait to the end. Must we read them aloud, or is passing them out sufficient?
Also because we are new, what would be an appropriate agenda...no old business, everything is new...please help me with your suggestions
