TrickyTray considered a Raffle?

Janis--Welcome to the boards!

When our group first started I called the gaming commission in New Jersey, and they said that since a raffle/Tricky Tray is considered a "game of chance" (you can buy into the "chance" and potentially walk away with nothing) it needs to be run by a licensed agency. We just filed for our gaming license (in Jersey) they want a year's worth of financial records under your belt--it cost $50.00.

I also asked about the sale of grab bags--he said that if each bag had the same minimum value of product (they didn't have to have the same contents) it didn't need to be regulated. You're putting money in but guaranteed to receive something of equal value.

We have been a non-profit org. for less than 5 years & therefore, are not allowed to have a raffle yet.

Does anyone know if a Chinese Auction / TrickyTray is considered a raffle?
