When does Fundraising Become Intrusive?

We have a situation where the student council has implemented a fund raiser ... We will play annoying music in the halls between classes ... Call "we play until you pay"... This is creating a number of disruptions when kids (high school) are meeting with teachers between class and have to wait until the loud music stops to speak and consequently are late to their next class. Besides the Facebook responses from many kids in the school are very unhappy because this is intrusive... They have to go to school, it is very irritating(yes that is the objective) and against the will of many of the kids yet being forced to hear it and to pay.
I spoke with the school and they said it is for a good cause and that is supported by the district and governor... I called the district and they are confused why the school would say that and will get back with me.
Are there laws to prevent intrusive fundraising?
We are in Colorado and I would love any feedback

We do a fundraiser with our local ice skating rink. It is Snoopy Ice Arena in Santa Rosa, California. Yes, it really was the original Snoopy (by Charles Shultz's) ice arena. If you call early in the school year they let us pick a night, any night, and they will give us half the money they make from that night. They allow us to do two of these events a year. We just did ours on a Friday night in Oct and they just sent us a check for $360. No hassles and no worries.

We have a great thermometer with a picture of the proposed playground mounted on it that my husband made at work. We haven't put it up in the school yet--to be honest the amount we have is so little ($9000) compared to what we need ($140,000) that we're waiting til after our Tricky Tray (Chinese Auction) to put it up.

I have a couple of other postings dealing with our situation, one is in Day to Day under TORMENTING OUR PRINCIPAL, and one in Free for All under STICKY SITUATION. The dance thing the principal REFUSES to see as a problem, even though we told her parents are grumbling. Especially since she feels the dance has to ake precedence over anything else. :confused:

The whole situation is just a bummer. Especially since our principal is apparently smoking crack or something--she INSISTED she has met with our fundraising chair only ONCE, and MAYBE had a couple of phone calls. I thought our chair was going to stroke out when she heard that one! Note taking and letter writing as well as emails are something I'm going to have to get very adept at doing--covering my as@ looks like it's going to be a full time job!
