Starting After-School Care Services ??

Do you have "lessons learned" from starting an after care program at the school? Is there an article I missed?

Our PTO is considering starting a before/after school care program in lieu of a "Camp Fire" or other established program. Currently it is not feasible for Camp Fire or Boys/Girls Club organizations to come to our school and provide this service at the school. The option open to us to have kids bussed to another facility several miles away. Naturally most families would feel more comfortable having an on-site service for their children.

As a first year charter school we want to keep our enrollment up natually. We know that having an on-site program would make a big positive difference when deciding which school to select.
A good program would make our school more attractive.

On the other side, I personally have cold feet with our PTO (a growing, first year PTO) doing the following:
--administrating an after-care program
--hiring employees, paying them, and all the associated administrative tasks of having employees. Worker's Comp, insurance, taxes.
--beefing up our insurance to cover our PTO from the risks of running an after care program.
--other "gotchas" that I am not aware of.

Truely there is some money to be made from an after care program. Maybe.

Other facts.
Total school enrollment is 150 students.
After care students would probably be 25 students.
Our climate includes a long winter.
