Our school has "wellness guidelines" that are similar to what you describe but when I read ours it made an exception for previously signed and arranged fundraisers. So are you positive your guidelines don't have such a provision?

Last night, at our annual planning meeting, our principal brought to our attention new regulations regarding school nutrition and what is allowed/not allowed. Things such as Bake sales and candy grams Cookie Dough, Thanksgiving Pies, Chocolate easter bunnies and Candy Grams will not be allowed.

Since most of our PTO events do not take place during school hours, many of the regs don't affect us, however, it does covers fundraising. The children will not be permitted to bring in money for any fundraiser that involves food and the items may not be distributed during school hours.
We have signed contracts with several of our fundraising companies which this will have a huge impact on.

Any suggestions from you all would be very much appreciated
