How to manage student ticket sales-car raffle

Our school is extremely fortunate that we are able to raffle off a brand new 2013 car that was donated to us this school year. One of our students parents owns a few dealerships and offered us the car.

Our PTC has been working hard since August getting ready for this raffle. We are hoping to make a large amount of money for our school. We have approx. 700 students and our goal is for each student to sell at least 10 raffle tickets. We have the raffle tickets printed with numbers and we have a large lock box for our ticket stubs.

One concern we have is how to get the tickets out to the students to sell and keep the integrity of the raffle. We would like to give the students 10 tickets to start with. Our concern is with students who don't give us back any money or do not return the unsold tickets. We have also considered just giving the students a log sheet to sell the tickets and then when they give us the money we will give them the actual tickets. However, it is harder to sell a raffle ticket that way since most buyers want the actual ticket in exchange for their money.

We will have incentives for the students; if they sell at least 10 they will get a prize, prizes for top seller per class, and prizes for classes with the most sold.

Has anyone done a large raffle fundraiser like this in the past? Any tips on how to make it successful and secure? We know it is going to be a lot of work keeping track of the tickets and who has paid for what. Also making sure to keep the raffle box secure so no one can drop in tickets that were not paid for.
