School Budgets

Agreed. Matters of this nature aren't generally under the umbrella of PTO/PTA's. As such, they aren't going to want to be involved. It sounds like your organization needs to approach the district directly and ask for a meeting to pitch your proposal.

Speaking only for myself, this isn't an area I'd be likely to get involved in, especially as a PTO/PTA leader. School budgets are horribly complex as are the requirements related school lunch programs - regarding nutrition, procurement, and contract issues. I would expect any vendor who wanted to provide services in that area would approach the school district directly.

We have a way to help School Districts Increase their budgets through the Food Service Department at little to no cost.

My question is:
Is there a way to work with local PTA/PTO's to get parents to contact their board members and request us.
Do I need to offer something to the PTA/PTO? What do they need?
