I'd just add one more thing to the analysis of the infrastructure/bureaucracy: The trick is that -- just as the higher-ups can (as you said) provide support -- they can also be an expensive impediment/obstruction/pain-in-the-rear.
I'd say the math works out to about: 10% helpful, 10% pain, 80% non-factor/virtually non-existent. So it's a push.
The decision comes down to: is it worth the dollars for that kind of results? For some it is. For some it's not.
I agree completely with your final point: Both PTOs and PTAs can and do achieve great things everyday.
In thinking about this topic and the PTO vs. PTA debate. There are positive sides to both. Local control is one thing that seems to be an issue. While each PTA unit is for the most part autonomous, there is also a level of accountability and support (should be) on the Council/District level. The accountability in the PTO rests solely with the other members of the group at the site. It is all on the parent group's preference and what works best at your school.
The things that PTA has done for children since it's conception is unmatched by any other child avocacy organization. That being said though it all starts with a group of parents wanting to bring about a positive change in the learning environment of their children. That can be done as a PTO or a PTA.
Let's put it this way--I'm SO not going there. Hostile takeover was a consideration, but now I realize that it would only make a lot of situations more strained (including that with the principal), and all that in-fighting won't be what's best for the school, group and most importantly, myself and my kids.
At first I was all gung-ho to try and change things. And while I'm still working towards that goal, it's on a less intense and public level. I have supporters, but unfortunately not enough willing to take on the alpha-females. There's a lot of background I just don't have the energy to get into now--if any of my older postings are still up you can check them out. There's a lot of bullying and intimidation, and people just aren't willing to put forth the effort.
I'm not a complainer--I may criticize, but never without putting my money where my mouth is. I started out that way, but then realized I had to get involved to be able to really make a difference. I chair committees, help out, have organized raising money for a playground for the school and sadly, am the only one who seems to have read and understood the PTA guidebooks. I place the blame of the bad situation our school is in on the officers and general members who don't get involved and allow it to happen. I also lay blame on our County PTA which has basically done nothing to get these people to follow the rules despite being asked to by several members.
Unfortunately, it's a bad situation that will probably have to get worse before it gets better.
Seems to me that instead of being angry at the big, bad PTA for taking your dues, you should be mad at the local leaders who are not taking advantages of the numerous resources available to them as PTA members and leaders. First educate yourself about the bylaws, standing rules, etc. Then get on their case, demand that they follow the rules. And, if they won't make sure that they are not reelected.
It is easy to complain about others. Instead, consider running for one of those positions yourself. Then you can insist they do things right!
I agree with so much in this post. Our county council level isn't worth a crap. The President is a country bumpkin who doesn't know how to properly conduct a meeting. You feel SO uncomfortable if you're not in their "clique" and I started bypassing them a LONG time ago and going directly to State. This was a good move because I actually met them at a State Conference a couple of months back. So approachable and so encouraging! I would make sure that you have a Plan of Work established as far as Education Programs, Volunteer Recognition, Membership Promotion, and others to make sure folks know where their money is going. I have 80% teacher/staff participation and 0.042% parent participation as far as my membership. My dues are $5 but everyone knows where it's going because I have a detailed budget and treasurer's report every month. No one has complained thus far. Keep your chin up!
