First you should speak with your treasurer and ask to see the audit from last year. PTA's are required to submit an audit annually. If this hasn't been done or they are unwilling to cooperate then you will need to take it to the next level. If you don't know who your council rep is than contact your state office. An important thing to remember is this PTA President has children at the school. I would try to get as few people involved as necessary. If there is an embezzlement issue and it can't be solved without incident, the school will likely be urged to press charges.
As for stacking votes, you are more than appropriate in making a motion to review the votes. Make certain the number of votes correlates with those in attendance and make certain they are PTA members at the time of the vote. You can also ask that someone from Council or Region attend to make certain that the election is above board if you would prefer.
You are not alone and have a support system behind you. If nothing else, you can contact national directly although I would follow the chain of command first.
You all have to be at the same school so I would try to handle this as nicely as possible. I wouldn't be surprised if the response to having state involvement is to just go PTO, especially if they are as organized as you say and used to doing things they way they want. Good luck to you and don't try to go it alone.

Not sure on state to state rules. In Michigan PTA's are required to submit an audit annually. I would contact your Council (if you have one) or your Field Representative and ask them for help. In the meantime refer to your By laws. What they are doing is the worst in any organization and they will destroy the membership. In any event, there should be somene to come in and do some proper training and proceedures. I would not let this go.

We had a similar problem some years back, it has caused lots of problems with the PTO. We had the school principal take the checkbook away, and had our district office do an audit. Although it is PTO monies, the school does have a right to audit.

Our pta has a president who is not following the
by laws. She does what she wants with the money.
She also has the treasurer and the finacial secretary working with her signing checks without
getting the members to vote.We are trying to vote
new people into office but it looks like they are stacking votes to get their people in.I really need to know how do we go about requesting a audit
if we suspect misappropiation of funds ? I am at my ends and I dont feel it is fair for a group of people to keep misusing the childrens money.
