It looks like Tim tried to respond to you privately, but the fact that you've asked again makes me wonder if you got that response. Since I would hate to see you go away disappointed that nobody will respond, allow me to toss in 2¢ worth.
You've come to a good place for ideas. Your best bet might be to take some time, search the forums, and read some older discussions. You're not the first to come asking these questions, and I'm sure you won't be the last. Read what's been said before, and I think you'll find that more specific questions will generate more responses.
"Where do I start?" is a wide open question that the rest of us can find a bit intimidating. Do we give you advice on how to get an appointment to the principal about your desire to start a PTO? Or do you hae an appointment, but you would like a list of bullet points of advantages that having a PTO would give the school? Or have you already met the principal, you're both enthusiastic, but neither of you is sure what to do at the organizational meeting? Yikes!
"The principal is on board, a flyer went home in backpacks announcing an organizational meeting next Thursday evening. What should we talk about at that meeting?" Now there's a question we can get our hands around and offer advice on.
