How do I bring up trying to join PTO to the general membership?

I asked for a starter kit in trying to gain info on the PTO and got an application to join. That is not what I wanted. I wanted information on what PTO is and how it operates as a separate entity to our current group. We are a Parent Teacher Club (PTC) and I am trying to figure alot of things out. We just found out we need some type of insurance and our superintendent and principal think this is unnecessary. We also found out that using the school tax ID number is wrong and that we need to apply for a NPN number totally separate from the school. I can't just make the decision by myself about joining so where do I get written evidence about how this works and why it would be a good reason to join. We have already been told that ins. would be about $1,200 a year which we are a small school and are trying to make every penny count towards our school. The kit they sent doesn't explain anything it just runs numbers. Could any of you help me?
