Why should a school have a PTO?

The research isn't on "having a PTO"; it's more on "the power of higher involvement." Of course, having a PTO is often a great first step to building involvement.

Someone told me that there is an article about test scores going really high with a PTO and and the scores are low when a school doesn't have one. Can anyone tell me where I can find that information? Give me some ideas why a school should have a PTO? Having problems with my school. There hasn't been a PTO that has made it here yet. I want to be the first. Thanks!
