We had a very long debate about this issue earlier this year. Our compromise was to let a speaker for the bond issue speak at our PTO meeting, but we did not give any money to the campain. Other schools in our same district gave money, so I don't actually know if you can or can't.

Is it common for a PTO group to give money to a campaign committee for a bond issue or tax levy to help pass a school issue?

I know that tax emempt organizations are not allowed to give monies to support or defeat candidates, but are there any rules prohibiting PTO funds being used in support of an issue?
