There could be a whole discussion on giving out "rewards". So many issues involved. All I can say is, I'm sure your PTO would welcome any alternate ideas (if you don't think they'd welcome it, do it anonymously) and remember, they are doing this for the kids and are probably doing their best with good intentions.
