You could create a category to track dollars rolled in from previous year and dollars planned to hold over for next year

When creating a budget how do you show your cash reserves that are rolled over year after year. Are they shown on a budget or do you just start at $0. If I figure them into a budget then they would have to be written away for something for the budget to balance to $0.
