Our staff has used turning off the lights when it gets too loud. It calmly gets the kids' attention. They also make noisy tables stay in for part of their recess. We used to have one of the stop lights too. Horrible thing!
My kids' elementary had one of those stop lights. It became one of the worst things imaginable!! I still resent the principal for allowing that abomination on campus and my 2 girls have been out of elementary school for 10 years!!! Don't vote for it. There has got to be a better way.
We do shifts to cut down on the number of kids in their at a time. We also have the same number of staff monitoring as we have classrooms, like if 6 classes are eating then there are six adults in the lunchroom who are not eating to supervise. There are also rules about when it is ok to visit quietly and when you are not allowed to talk. There is also a policy where if you are talking when your aren't supposed to that you get a cone placed in front of you and you do not get to go to recess until everyone else has left.

WE ARE HAVING TROUBLE WITH OUR CAFETERIA BEING SO LOUD. THE PRINCIPAL WANTS THE PTO TO BUY A STOP LIGHT THAT GOES ON RED WHEN THE LEVELS GET LOUDER. IT'S $750 AND WE ARE TRYING TO THINK OF OTHER WAYS TO SOLVE THIS PROBLEM THAT ARE LESS EXPENSIVE. CAN ANYONE GIVE US SUGGESTIONS?
