Katydid - In your original post, you stated that the above is true. That particular clause gives the sitting board members - for that given year to say no to the carryover so they would be well within their rights to vote for no carry over this year. However, next year it goes right back to the start. The school would have to again request a carryover and the sitting board could vote yes or no. That can go on year to year indefinitely. To make it a permanent change, as your current board seems to want to do, an offical ammendment of bylaws process would need to be started.

The "previously adopted" is what is in the bylaws. So the board can rescind something that's in the bylaws without changing the bylaws?

I think I know the answer to this, but I want to check it anyway. Forgive me, but I know of no way to make this post shorter!
Each year we have one fundraiser. The money not used to fund the general PTO budget is allocated directly to the schools. At the end of the year, the money not actually spent by the schools reverts to the PTO, according to our bylaws.
Our by-laws do allow schools to request, during the fall allocation process, that money from this year's funds be set aside and carried over to be used the following year for a specified purpose.
This fall the Executive Board (who has the right to vote on matters such as these) voted to say that rollovers would no longer be allowed.
My question: Is this vote legal, according to the bylaws?
