"Can the pto board write an amendment?"
The PTO board cannot amend a committee's recommendation or report. The committee's report must be presented to the body that created it. The board can submit ideas to the committee and it can come up with it's own recommendations at the same time the the report is submitted. The voting body is free to accept or reject amendments from anyone. This is all assuming there are no limitations imposed by current bylaws.
We were told that we were not allowed to make an amendment to take to the bylaw committe and that only the general members could do that??
How in the world can board members have fewer rights than general members?
Obviously, the board can't change the bylaws without the general membership, but any member, including leaders, can draft proposals to be considered, whether it is about the bylaws or anything else.
Also, if there is any sort of conflict of interest, the board member would have to forego their leadership role while the group considers the issue, but s/he would still get a vote.

What do your current bylaws dictate for writing/adding/deleting amendments? If there no criteria established most groups defer to Roberts Rules of Order for "Parliamentary Authority if no directives exist in their own bylaws. You can find RRO on online -search under Google and they should come up.
My group allows bylaws to be amended with 30 day notice, a quorum present and passing with a 2/3rds vote.

No. Anyone cna present an amendment to the committee, after all 99.9% of the time who is going to see the need for a change or update but the Board.
Submit the change as a parent and leave you "PTO Hat" aside if this continues to be an issue or remind themembers that you are also a parent. Even better...ask the spouses to present the changes! Yeah, but if the member questioning your motives continues then a discussion needs to had.
Otherwise, unless there is something in your by-laws, you should be fine.
