No one whether they are a PTO member or not should be given money for volunteering. If they are being paid then they are not volunteering!

A little more info would be helpful for us to understand what is going on here.

Just want to know this is legal? A non member of PTO is given money from The PTO for volunteer services. This Person will be Substituting in the morning but volunteering in the afternoon.
