writting bylaws regarding teacher participation

While this is certainly a parent concern, I do not see it as PTO business. I wouldn't write the bylaws to exclude teacher participation.

We are starting a PTO next year and I am in the process of writting the bylaws. Part of the reason we think a PTO will be beneficial to students and parents is that we are a small private school and many parents have told me that some of the teachers show extreme favoritism to their own children and other teachers children. Also there has been coments made regarding the unfair treatment of boys. I happen to have a son and I am very concerned about how he will be treated in the upper grades by the teachers. I do not know if this has anything to do with the fact that we have an all female teaching staff(except the gym teacher) and a female principal. I believe that the parents are hoping that the PTO will resolve some of these issues. But parents may not feel free to talk about teacher issues if the teachers are at the meeting. I feel we should have teacher involvment at some level, but I am confused on how to write the bylaws while addressing teacher concerns from the parents.
PLEASE I NEED HELP!!!
