Microsoft provides a bunch of different templates. Here's a basic one for Purchase Orders (uses Word).

If the link doesn't work, just go to office.microsoft.com/templates/

and put "purchase order" in the search box.

But watch out for which tool they use. Many use Publisher and you not everyone who has MS Office has that one.
