I agree with justme whole heartedly. Your group needs to have written guidance. And they (the organization) should be deciding how funds are dispursed. In absence of an approved budget, I'd recommend a floor vote for expenditures.

If you have no bylaws is there a mission statement maybe that would say what your money would go to. I suggest you get some bylaws quick to clarify eveything and then no one can have complete control even if only one person is running the show, because they have to follow the bylaws. WEe don't have any bylaws,and no active board. Only one person seems to be running the show at our school. Who determines how funds should and should not be spent
