The bylaws are specific to your organization, so you wouldn't do them as a county or state. Are you a legal entity separate from your school? Unfortunately, it's entirely possible that you don't have any. If you are a separately incorporated organization (although that sounds unlikely), it's possible that at least the original set of bylaws would be on file with whatever the office is within your state government that handles incorporating companies.

Minutes of meetings, bylaws, and other legal documents like that should be maintained in a secretary's notebook/binder. Can you look up some past secretaries and see if they have anything?

If you still can't find anything, you might just want to start from scratch. Get a copy of Robert's Rules of Order (or at least an easy version of it, like Doris P. Zimmerman's "Robert's Rules) and get a feel for the basic requirements, including the mechanics of how to get bylaws voted upon. Also click on the "FAQ" section here (see over on the left) and you'll find a section on bylaws, including some sample ones, that you will find helpful.

This year our PTO had a major board change due to some problems. We are all new board members. However we have no bylaws. How do I find out what our bylaws are? I have a few documents stating all monies must be counted by two people, and etc. but there is nothing with our bylaws. Is this something we do as a school, county, or state?
I would greatly appreciate your help!!
