spmt/parent group

I need some info on what the exact definition is for a parent group according to Comer. Our PTO was dissolved last year due to problems within and lack of participation. A "Booster" club was put in it's place. No officers, no meetings unless needed for upcoming event. They are hoping that the no commitment thing will bring parents back. My concern is that it will be run through our SPMT/Comer. The principal took over the funds, and she is in control of all aspects of this new club. While parents are invited to SPMT meetings, only 2 of us are there most months. I feel like the parents lost their voice when PTO was dissolved. Is this Booster club an appropriate exchange for our parents or do we need to have a separate parent group? It doesn't have to be a PTO, or have officers, if it will get them involved. I just want the parents to be able to feel like they are a part of the school and to be able to voice their opinion. Any opinion or ideas would be greatly appreciated!
