I know our PTO by-laws don't have anything to that degree but I do know that our school boards by-laws DO have a statment about parents can serve certain positions with term limits and staff members can serve on the board as a member of the community if they don't have a student attending our school. Obviously a parent postion is asked to have a student attending the school for obvious reasons. I really don't have more details than that but hope that helps.
