Generally speaking, unless your by-laws specifically state otherwise, any item of business can be acted upon by a larger body. That is, a business item that the board may act upon can also be acted upon by the general unit.

I believe you will find that if the board has already acted on the matter, then for the general body to bring it up should require a motion to reconsider. I believe a motion to reconsider requires in excess of a simple majority, otherwise contentious bodies would be counting noses and bringing back old items every time they meet.

I need to know is there anything in robert rules that states that the PTO board members can only vote on donations or is it open to the floor.
