Have you talked to the leader or President of the group? This happened when I first joined the PTA board and I was Parlimentarian, so I studied those bylaws and come to find out the past boards seem to pick and choose what they wanted to follow. I talked to the group and the new President, the membership should be holding the board accountable. If they pick and choose and the members find out, it will be bad.
If the by laws aren't realistic then get a committee together and change them to meet you needs if you are able to do that. I believe you would need a membership approval.

I am new to the whole Officer world, but when I signed on to work within our school's parent group, I understood that there were bylaws that the group operated under. However, as I continue working with my fellow officers and board members, it seems that the bylaws are of no real importance to anyone. Every once in a while, they are called upon, but it's very inconsistent.

What do you do when no one is truly interested in following the standards that were created for the group? I could attempt to strong arm them, but that would be counter productive.

Any ideas or experiences shared would be great!
